Scene is flawed though, I noticed it the first time I watched this movie. Second dude has his hand on his gun the whole time, but can't pull it out in less than 5 seconds

I don't know... I imagine there are a number of gang bangers that don't spend too much time practicing their draw. Something along the lines of: "I've got a gun. I'm invincible now. ...right?"

That episode was hilarious and not just for the slag they poked at TC.
Yeah, but this isn't even really a draw, he was cocked, locked and ready to rock, but then didn't do anything. His hand was on the gun the whole time.
Unless I just missed the Serpa retention holster he had shoved in his pants

That guy is fast. Even if the un-trained good guy did not break his attention the IPSC guy would have had him before he had time to react.
