I can see where Lou is coming from, but in all honesty if you're going to do a refurb on a milsurp, start with something that will fulfill your expectations when you've finished.
The bore is the first place to start.
With certain Mosins, and some collectibles you may have to ignore the shape of the bore. I did just that recently with a Finn refurb Mosin. The stock was a replacement and the exterior of the rifle was g-vg, the bore was good only. The only reason I bought it was the "New England Westinghouse" mark on the barrel. As you can see by the Mosin you're considering, the makers marks and serial numbers are on the barrel, rather than the receiver.
The rifle you have is not collectible at this point in time but on the other hand is steeped in history. It was, from the marks on the barrel built by Tula in 1934 and has a hex receiver which may or may not have been made far earlier. There is no crest on the top of the receiver or grind marks so the 1934 date is more than likely correct. It has been arsenal FTRed at some point where the parts were replaced with mismatched pieces. Doesn't take a genius to figure that much out. If the barrel didn't look like it wasn't properly cleaned and lubed after fireing corrosive primed ammunition it would be a rifle after LouthePous' heart.
As is, it's a donor for parts IMHO.
