Non-Restricted M4?

Ok I know this must be talked about to death and I tried searching for it but we all know what the search engine is like but I came across this while surfing Wolverine Supplies:

It states that a .22 M4 will be non-restricted. Is this a practical joke or what is the story behind this?

It will hopefully remain non-restricted, as it is an M4 in name only, is a look alike, and does not share the same receiver or components. Here's hoping.

It's not an "M4" as people commonly use the word.

It is a .22 rifle, simple as that. Just had some similar looks to an M4.

Well, It is A M4. Colt calls it an M4.... so.... It is a M4
