Am I correct in calling this rifle a No. 4 MkII or is there some other designation?

Its right there. No4MK2. The F is for Fazakerly, where the rifle was made.

Not quite. It would be more correct to call it a No. 4 Mk2.

Very likely unissued, unabused, sold off as surplus and probably a very good shooter! These rifles are under appreciated, they offer terrific value as a shootable example of the last Lee-Enfield general issue rifle.
