My understanding is that this was true and was the source for all the IVI that started showing up at US gunshows around that time. Apparently permission was given to surplus out the lots that did not meet spec (wouldn't happen today you can bet).

It was in fact available in the mid 90's

Stuff was put in 20 rd boxes marked IVI, and it came in a larger cardboard box of 500 rd.

It was packaged differently so as not to be confused with the military ammo that came in 30 rd boxes, and marked with different lot numbers and military designator's.

Ontario Sporting supplies had it for sale back then, as well as Spartic Arms - in the GTA.
