Guys I forgot that you only need a PAL to buy pistol ammo, how would you feel if I backed it off to just needed to show proof of a PAL?
Msg.Drew I didn't mean to start a flame fest here. Just wondered when the laws started requiring a PAL/RPAL for components, your EE post was the first time I had heard of this. It doesn't surprise me to hear the CFO has made up some more of their own rules.

There is no law that requires the buyer to have any kind of actual license. The seller is supposed to maintain a powder log of who's buying powder, but that's it. A lot of places don't bother/the log gets misplaced...whatever. Wholesale Sports in Edmonton would record purchases for 3 or 4 months, then the log would disappear for 6 months, then come back. No ID was ever required. Eddie VanHalen has bought powder at WSS in Edmonton more times than I can count. Jimmy Hendrix has been there. I even saw Elvis Presleys name in there. Once I'm back, Kim Jong Il is getting into reloading LOL!!!!

Please note that provinces and municipalities may also have their own regulations related to this topic and they should be followed as well.
Please note that in Part X - Section 120 (1) of the Regulations, no person shall knowingly sell any explosives to a person who is under 18 years of age, or appears to be under 18 years of age and does not produce evidence that he is 18 years of age or older.
Due to the fact that you will be doing online sales, it is requested that you provide the Explosives Regulatory Division (ERD) with an explanation as to how you are going to ensure that you will not knowingly sell powder to a person who is under 18 years of age or appears to be under 18 years of age and does not produce evidence that they are 18 years of age or older.
Please find attached a copy of Bulletin #8 which summarizes the regulatory requirements for propellants, primers and sporting ammunition Refer to Sections 12, 20 – 26 and 28 for sales requirements.

If you plan on storing for sale over 12 kg of powder or 10 000 primers, then a licence will be required from ERD. If you have any questions about the licence, please do not hesitate to contact myself or any of the Ontario regional inspectors.

You should also contact the Chief Firearms Officer for the province of your business in order to get full details on any further requirements for ammunition sales under the Firearms Act.

Yes there is if you store for sale more than 12 KG of powder or 10000 Primers.
When you are dealing Face to face, you can get by without seeing ID but not the Record of Sales if you are licensed.
Small vendors do not require a license but when I enquired 18 months ago the word from NRCAN was :

I take PAL/RPAL/POL as proof for online sales to fulfil the requirements from NRCAN.
No, there isn't. The SELLER, yes. The BUYER, no. A drivers licences or any other form of ID would fulfill the requirements. No where in the reguations does it say the buyer must have a PAL, POL, FAC, or RPAL firearms license.
