A needle nose plier for elevation. I have a tool from canadian tire that came in a screw driving set that has two forks for pulling nails. It fits perfectly.
However your rifle might be zeroed if it is russian. I had read in Guns and Ammo that an Armourer would sight in the rifles for the battalion.
When I took my rifle to the range in was very close to zero. Windage was perfect elevation was off by about 3 inches.

Mine were were not even on 8x11 paper at 25 yards.Must be my astigmatism and nearsightedness. Zeroed now with the aid of a buddy's front sight tool.
BTW, the tools from Frontier and Tradeex look like robust designs, unlike my friend's which he got from Leverarms last year and have bent out of shape and un-useable after adjusting 4 rifles.
