Personally, if caliber isn't a big deal to you, I would go with the Norwegian ones. Their refurb process was less invasive than the Russian method and the Norwegian K98's will be closer to original, parts and finish wise. (well, besides the way the Norwegians milled off part of the reciever anyway).
Russian capture K98's are a mix of parts from several different rifles after their refurbishment so their collectibility is debatable. They are great shooters however if you get one with a decent bore.
To be honest one shouldn't even bother looking at refurbs if they want collectibility...
if you want a safe queen you get a vet bringback
at least the RC's have the awesome 8mm Mauser round!
