It is a bullet drop compensator. If you are zero at 100 you should be closer to bullseye if you aim for the box at 200. Its good for load development and to test your bullet drop. They have similar targets for 300, 600 bla bla bla.
 
That is a benchrest target. It is not a drop compensator target.

A benchrest shooter will zero his cross hairs on the box using the outside edges of the box to align his scope and have his POI at a different spot on the target. Since most benchrest comps are for group size, it does not matter where the group lands on the target.

You want to have a consistent aiming point on the target that will not change shape or position (such as shooting for the center button on the target).

I asked this very question myself last year.

The one in particular that you linked to has been adapted for using as a load development target (as pointed out by the file name) but the square that you asked about was for the application described above.
 
I have also heard it called the sighter box. As I understand the rules, a BR shooter may shoot as many shots as they want in the sighter box so they use this to confirm how conditions are changing before and during shooting their match group.

With many BR shooters shooting super tight groups, score is sometimes used to break a tie.
