Can I use a regular barrel in an upper receiver with M4 cuts?

No

Standard upper - M4 ramped barrel extension is ok (negates the M4 ramps though)

M4 upper - rifle barrel extension is a no go.

Actually you certainly can. I have a Dlask M4 barrel (no M4 feedramp cuts on it though) attached to a Vltor VIS (which has M4 feed ramp cuts). I've probably put ~3k round through it and never had a stoppage that was due to this setup. It is best though that if you can avoid it, then do so
