I have a Norinco 311 that has a fixed carry handle.

What optics are available to mount onto the carry handle without a separate rail being installed onto the carry handle?

With this you can mount anything you want and you know Arms mounts are rock soild!

Ummm.... Didn't the OP ask "without a separate rail being installed onto the carry handle"?

I am not sure if there are any, however I am sure there are very knowledgeable AR people here that will let you know for certain.
 
Rails are the way to go, but you could get an older Colt 4x optic (there were some on teh EE a while back). Simple carry handle rails offers better mounting options but you will probably want a cheek riser

NcStar makes some crappy optics but they mount and probably work... butthis is the type:

ARMS also makes a Aimpoint mount thats was OK when I had one... but HIGH

Not the best overall and they fakedots were known to fail, they will probably not keep their zero but YMMV. For the price you are looking at there aren't many options in Canada. Optics are an important aspect to a firearm.. I wouldn't cheap out. Buy the best within your budget and you will be happier in the long-run.

Those things are made for a good time .. not a long time.
