Question about barrel length

I was looking through some threads and the question I have wan't answered so I'm asking directly cause I'm confused.

I see these 8.5, 9.5 10, 12 14 18.5 length barrell. I keep hearing you can modify shorter than 18.5. What makes these 8.5 barrels legal then. From my understanding it is because they are built like this. So If I wanted to build my short Over and under and I got a gunsmith to cut it could I make it 12 inch???

BL6 shotguns:
Comes with regular Remington stock attached, Hogue pistol grip on the side and front grip. Currently; regular stock=Non restricted, pistol grip=Restricted.

BL6-1 6.5” barrel $975
BL6-2 8.5” barrel, +1 magazine extension $999
BL6-3 12.5” barrel, +2 magazine extension $999


For sale and it cant be more than 13-14 inches total length, its very confusing
 
you can't (or gunsmith) chop a barrel shorter than 18 or 18.5 inches (most people do 18.5 to leave a little room for error). the reason these shot barrels are ok is because they are manufactured and come from the factory in that configuration. as far as overall length its my understanding that you must be over 26 inches long to stay non restricted. many have their own opinion on this so do your research and decide for yourself.

Correct.

YOU cannot cut a barrel down below 18" (manual action, 18.5" semi) or it becomes prohib (not restricted, prohibited). You CAN buy a manufactured barrel of any length and register the gun with that, legally. To determine if restricted or non, the overall length must be over the ~26" limit (whatever it is in metric, that is the official number to meet) for a non-restricted. That is why the pistol grip ones in the ad are restricted, but non with a full stock.
