What exactly does it do? Like for instance with the 858s.

Also, I notice the restricted 858s are chrome lined. Is it because of this or just because of the length? Could you have the non-restricted ones chrome lined?
 
Bores are chromed on military rifles to increase service longevity and to provide corrosion resistance.
No, having an existing barrel chromed is not practical. The bore and chamber must have tolerances to allow for the plating.
 
With respect to the Czechs, it depends on the origin of the barrel. New, commercial, no chrome; chromed, military origin.
I think the L refers to "Long", as in non-restricted barrel length.
