I doubt that. 1:14 was introduced by Shultz Larsen for Target Rifle as a result of testing conducted at Bisley by George Swenson. George told me 1:16 was best for the 7.62, but unsuitable for the 180 gr ammo also in use, so he opted for 1:14.
The DCRA rifles were made before then. Since they were made on the Arsenal barrel machines, I would not be surprised if they were the same twist as a 303 Brit.
I don't think I have a #4 with a Arsenal barrel to measure.
