One would think it's obvious not to be a condescending know-it-all too, but this is the internet.
Bottom line, I called the Chief Firearms Officer - he seemed to know what he was talking about, and as far as I knew he was in a position to make such a claim, so I took his word for it.
Mark was nice enough to let me know the facts of the matter and who was actually liable to make the decision.

My apologies. I didn't realize stating the obvious would sandy up so many orifices.
It wasn't that obvious to me, obviously.
I thought the CFO of all people might have some power in the decision. As I said before, Mark let me know that was not the case.
Now that I know that ONLY the head Technician from the RCMP can make those calls, it's more obvious.
It's possible the CFO is privy to some minor information regarding the future classification of that particular firearm, but without some evidence suggesting this is the case, it's most likely just his educated guess, and it so happens he's logically correct about the rifle's probable non-restricted status: sadly, the technicians don't always play by the rules, so while he may be technically correct, that in no way means the actual outcome will reflect this reality.
