Muzzle control and safety on go hand in hand, you can't rely on one or the other.
That's only common sense. People don't engage a safety and then proceed to wave a gun all over the landscape, at least anyone I hunt with doesn't.

Mike, You would think that alot of what we do is common sense but just look at the data Alot of our brethren are indifferent to using a safety at all.
So I must disagree, it is not common sense. I agree having a loaded gun with the safety engaged does not make it safe to wave a gun all over the landscape or walking behind your hunting buddy pointing the barrel at his back.
Is it right or wrong! Well If you take what some others have said that they won't load a round into the gun until they are ready to shoot then in fact it doesn't matter, safety on or off, locked bolt or not, we can't assume that we all think the same, and that's ok unless it gets dangerous then it's everybody's responsability to speak up.
