FRT # for 7.5" AR

I put a 7.5" upper on my Colt SP1 and when I went to re-register it, the lady at the CFC told me there was no FRT for a 7.5" AR-15, so she won't register it without having one created. I'm sure I'm not the only one who owns one. Does anyone know the FRT for these? Please Pm me if you do. Thanks in advance.

I don't think you need to re-register an AR if you change the length of your upper, since it is already restricted by name.

I bought it off the EE, and the gentleman who sold it to me switched the upper and tried to re-register it when the transfer went through. He ended up telling them he was selling it without the barrel and the cfc told him I would have to call them when I put a barrel on it, that's how this all started. I just want my cert to reflect the actual gun, in case I sell it down the road.

If they are staffed like in other RCMP offices with Public Service employees, then I'm not surprised that they are not familiar with guns or anything to do with guns. They are simply administration staff. One day they work here, the next day they can transfer to work in Environment Canada.....

Problem is that there may not be a FRT number for a Colt with a 190.5mm barrel. Couldn't find one.
Even if there is a FRT number for any other AR type rifle with a barrel this length, it doesn't help you with your Colt lower. Suppose there is a brand XYZ rifle with a 190.5mm rifle. Yours isn't brand XYZ, its a Colt, so that FRT number is no go.
 
They can (and will) create the FRT Child entry you need, but under the current rules and interpretations they are using you will be required to prove to them that the barrel (upper) is in fact a factory manufactured item and not something that someone "cut down" from a longer barrel. This normally means showing receipts that clearly show it's manufacturer and source.

They are trying to "weed out" the AR uppers/barrels that have been cut down by people... the issue being that the firearms act does not allow anyone to take a rifle or shotgun barrel and cut it down... so if you can't show that what you have is (for example) a factory Rock River Arms 7.5" barrel or a CMMG or a Spike Tactical or any of a variety of factory manufactured barrels (with a known manufactured lengths) then they take the position that it's a modified barrel and they won't allow you to install it on a gun and they may well declare the barrel a Prohibited Device.

There have been a number of threads on here that people have argued that a gunsmith is allowed to cut down a rifle barrel and that's okay... but we've been told by the CFO in Ontario that even though we're licensed as gunsmiths, this does not override that section of the Firearms Act. RCMP state that their interpretation is that a gunsmith is merely modifying an existing barrel... not manufacturing one and so it does not exempt them from the Firearms Act section. If a gunsmith builds a barrel from a raw blank then that a different situation (according to RCMP) but if he takes a finished barrel that was on a rifle or shotgun and then cuts it down so that it is under 18" then he has created a Prohibited Device, regardless of what the barrel lenght started as... so if you take a 16" and cut to 7.5" you've created a Prohibited Device.

You need to talk to the person who sold you this and find out the history of that barrel/upper. Without proper documentation you could have a problem on your hands (not saying you do just saying you could potentially have a problem).

So let me get this straight. I've got a new 12.5" barrel being spun by Dlask for me, so what you're saying is, depending on the lower used, I may have to get a new FRT issued?

I can't speak for Quebec CFO but in Ontario the CFO does not consider a "Frame Only" to be a functioning firearm and for that reason they do not consider a firearm so registered to be covered by the ATT they issue whiich is specifically for the purpose of Target Shooting at an approved range... so when you transport your "Frame Only" to the range they indicate that you are doing so without an ATT.

I'm not saying they are correct... just stating what they have told us... that an AR cannot be kept as a "Frame Only" registration if you want to take it to the range to shoot.

I can't say how other provincial CFO's deal with this you would have to ask your CFO's office specifically for their position on this. They issue the ATT and they can tell you if your Long Term ATT covers your "Frame Only" registered AR's. It would be a shame to be charged with improper transport and having a Restricted Firearm in a place that is not permited (since without the ATT you have no legal authority to take it outside the house - place of storage).
