Save your pennies and buy a good set of peep sights from either Mojo or Tech Sights. Search the forum and read the posts - you'll see why.
If you really, really need to have that mount, check the EE for a used one that someone else has already become disgusted with.
Interestingly enough, if you Google "SKS sniper" you will find the top listings either either contain mall ninja specials or are referring to Yugo 59/66 sniper rifles purported to have been used in the Bosnian conflict. You will note the lack of receiver mounts on the "real thing".
The side mount and appropriate scope can be had from Kalinka Optics.

i was considering mounting a Holo sight where the rear sight is. We are talking about the same mount right? I know the rear receiver cover mounts are bad. I think ill shelve this project to buy a good m14 mount. much more useful.

The mount that replaces the rear sight is called a "Scout" mount. And yup a holo or red dot will work fine. You can use any long relief scope. Trick is to stay low power.
