How IPSC and USPSA membership reciprocate?

I am wondering on how exactly does membership in IPSC and USPSA work for each other.
Is membership in USPSA required to take part in USPSA matches, or it would be sufficient to be a member of IPSC? If it's not required - what are benefits of USPSA membership (when one is already a member of IPSC)? Is it just for classification and Front Site magazine?
And USPSA site claims that USPSA membershipt gives you access to participation in both USPSA and IPSC matches. Is this correct? For example, if for any reason I don't want to be a member of IPSC Ontario, then being a member of USPSA would I still be able to participate in local Ontario matches?
What are IPSC membership requirements in regards to residence? Living in Ontario, Canada, must I be a member of IPSC Ontario, or I can choose to be a member of IPSC Alberta, or IPSC South Africa?

Yes. Period.

Once you're a member where you live you can join anywhere else to your heart's content, but unless you're a member where you live, you are not a member of IPSC.

As for USPSA - USPSA is not always IPSC. Once in a blue moon, the organization "USPSA" runs IPSC matches - where they must follow the IPSC residency rules above, but the majority of the time - they're "USPSA" matches and they can use whatever criteria they want to let you in.

I believe the IPSC and the USPSA rule books both state that you do not have to be a member to shoot the Level I (local/monthly) matches.

To shoot a Level II or higher match (in either USPSA or IPSC), you need to be a member of your region of residence.

You have to be a member to shoot any sanctioned match in Ontario...not sure what the other Provinces are doing...but I assume it's the same

Ditto in Alberta, if you live in Alberta you must be a member of IPSC Alberta to shoot an IPSC Alberta sanctioned match. If you don't live in Alberta and want to shoot an IPSC Alberta match then you must be a member of another IPSC region. i.e. someone living in Ontario who is an IPSC Ontario member can shoot here too when they are visiting.
 
Maybe Flexmoney meant Club Match with IPSC rules, run by club needs no formal recognition or sanctioning from IPSC Section or Region therefore no need to have membership.
This is for me gray area. I am a member of a IPSC forum in another Region and they do a lot of Level Is because they don't want any sanctioning. Matches are actually more then Level II in some cases. The MD decides who can shoot this match, from what I gather some of the shooters are not paid IPSC members.
There is quite a bit of argument there, where some oppose this type of matches.

Isn't Florida Open Match a Level I event?
