The US military round was designated the T-42. It had nothing to do with the Geniva convention or any other rules of war. They didn't apply because the AR-7 and other 'survival' weapons wern't designed to be used as a defensive weapon against the enemy. Instead it was designed for defense against animals and procuring of small game. Originally it was issued with hollow point ammunition, however the powers that be felt if any servicemen were captured with hollow point ammunition, particularly by the Japanesse, the recourse would have been more severe.
