Magazines must not hold more then 5 rounds for center fire rifle, and ten rounds for all pistols. any magazine that holds more then the legal limit is a prohibited device. Bolt rifles have no limit.
And they are not "high capacity" mags, they are standard capacity mags. High capacity mags are magazines that hold more then factory standard like a 100 round drum magazine for an AR-15 rifle. A 15 round Beretta 92 or a 13 round High power mags are standard capacity. Either way the laws are stupid, a criminal will not care if they have a legal mag or a prohibited device, they are criminals.

Magazines designed for a commonly available handgun must be rendered physically incapable of accepting more than 10 rounds. That means, they have to be pinned so you will be unable to load more than 10. Load 10 in a 15 round mag? The cops won't give a damn when they arrest you for possession of a prohibited device...
If they're pinned in line with gov't regulations, and you've got an export permit - go nuts. However, I know that since you're asking these things you won't have an export permit and finding appropriately pinned mags in the US is damn near impossible outside of California.

What mags are you looking for? Some CGNers sell standard capacity mags on the EE which are pinned to 10 rounds.

I buy standard capacity mags at every opportunity. As far as my semi-autos go, the only 10 round mags I have came with the guns when I bought them. Proper capacity mags are much easier to load, seat better and maybe one day I can rip those damn pins out without worrying about the Gestapo.
Actually, that is all semi-auto centerfires (rifles and shotguns) are limited to 5 round mag capacity. Manual action centerfires (bolt, pump, lever, etc.) and all rimfire rifles have no mag limits. All semi-auto pistols have a 10 round limit regardless of centerfire or rimfire. I think the wording actually says all HANDGUNS, in that case revolvers are limited to 10 as well.
The mag capacity limit is set by what the mag is designed to be used in. This is why the AR can legally use 10 round pistol mags, because they were originally designed for use in a pistol. The fact that they are being used in a rifle is irrelevant. This is also how you can legally load more than 10 rounds of 9mm in a mag designed for .40S&W. As long as the mag only holds 10 rounds of .40S&W, it is legal. The fact that it will also take 9mm is irrelevant. This also works for shotguns, if the mag will only hold 5 x 3" shells it is legal, even if you can get 6 rounds of 2.75" into it.
