And they are not "high capacity" mags, they are standard capacity mags. High capacity mags are magazines that hold more then factory standard like a 100 round drum magazine for an AR-15 rifle. A 15 round Beretta 92 or a 13 round High power mags are standard capacity. Either way the laws are stupid, a criminal will not care if they have a legal mag or a prohibited device, they are criminals.
Can you purchase " standard mags" in the States with a block and bring it across the border. The mags in the US seem to be less expensive.

The mag capacity limit is set by what the mag is designed to be used in. This is why the AR can legally use 10 round pistol mags, because they were originally designed for use in a pistol. The fact that they are being used in a rifle is irrelevant. This is also how you can legally load more than 10 rounds of 9mm in a mag designed for .40S&W. As long as the mag only holds 10 rounds of .40S&W, it is legal. The fact that it will also take 9mm is irrelevant.
