I actually had a conversation with my ATT issuers on this exact subject.
I argued that since my long term ATT allows me to take my restricteds to ranges, gun shops and gun smiths, it should cover me from the Post office too on any new arrival,
AS LONG AS I WOULD BE GOING DIRECTLY TO A RANGE, OR A GUN SMITH SHOP IMMEDIATELY FROM THE PO, BEFORE GOING HOME.
And from the Range or Gun shop, my LT ATT would cover me on the trip home.

The ATT issuer for BC told me I DID require an ATT to get my restricted firearms from the PO district outlet to my house. My long term ATT was NOT covering me. Rather than argue logic, I now just phone the ATT answering machine and leave a voice message telling them I want my ATT for the next afternoon or whatever. Since I ain't exactly a gun virgin, I can wait a few days for any new arrivals ... and in fact, have been known to wait days before bothering to pick up a new gun, and weeks before taking it to the range to try it out.

Since I am on a rural delivery route, with a neighborhood PO box, I always get a card/notice from the postman that any signature required packages or packages too large to fit in the PO box,will be left for me at the district PO, and not be available for pick up till the next afternoon. So far, the BC ATT people have always gotten me an EMAIL reply with the adobe file formatted permissions within a few hours.
In fact, just the other day, I got a phone call back telling me they were putting one of my ATT applicatuions to the top of their list for that afternoon,
merely because my application request was ORGANISED and CLEAR, and included everything theyt needed to do it!!!
Apparently that is NOT normally the case for most of the applications they get.
And maybe it is also because every time they do their job quickly and efficiently, I take the time to thank them and compliment them for it, and maybe even joke with them a bit

they are just people trying to do a job.
