I was told by the BC CFO back in 2005 that no ATT is required to pick up mail, and that is how I've been going about it since. The girl I spoke to would not issue an ATT for that purpose anyhow.

Unless you are going to trigger lock and put it in a proper container at the post office an ATT will not save you from prosecution. You will not have complied with the conditions of the ATT. But how can you? Restricteds come out of and go into the case at ranges, gunsmiths or your home only. The PO is not a legal place to case a restricted firearm.

Pursuant to the attached Authorization To Transport From Post Office To Dwelling,
you are directed and required, and indemnified from criminal conviction from obedience, to
upon receipt of your firearm package and while still within the confines of the post office, to remove the firearm from it's packaging and ACTS&PROVE it, trigger lock it, and place it within an approved container for transport to your dwelling address as listed on the attached Authorization To Transport.
Upon removing the firearm from the package you will point it in a safe direction. If no safe direction is available, you will point it in the safest available direction. For example, in a crowded post office, if the choices are at a bus sized group of kids or a postal employee, you will point it at the postal employee. If the choice is between a younger postal employee and an older postal employee, you will point it at the older postal employee. If the choice is between a postal employee and a propane tank, you will point it at the propane tank. If the floor is concrete, and there are no nearby grassy fields, pointing up may be the safest available direction. A postal employee may be able to advise you on the safest available direction, although depending upon jurisdiction he may not be allowed to.
After racking the slide of your semi-automatic pistol, as part of ACTS&PROVE, you shall, with authority of law, compel the person nearest to you who is not known to you personally (neither family nor friend, be they civilian or law enforcement officer) to also ACTS&PROVE the firearm, including looking down the barrel. If they are not a PAL holder with restricted option, the proof of which lies on them, you will keep them at arms length. Then, with the firearm in an unloaded state, you will show it to each person within the post office so that everyone can see that it is safe. Only then are you to apply the trigger lock and place it within a container approved for the safe transport of restricted firearms.
If, during transit from the post office to your vehicle, you should be robbed by observers laying in wait, it is the advice of this office that you give up your firearm (and any ammunition you may have on you or within your vehicle) without resistance to reduce potential injury to yourself or anyone else. We request during this transport that you keep your PAL and registration certificates (including copies thereof) in a 'hidden traveler belt' and not in your wallet nor within your approved firearm container, as these documents are the property of the Canadian Firearms Program.
This letter does not indemnify you from all possible criminal acts, including but not limited to discharging a firearm in a place where it is not legal to do so, and other unspecified acts or omissions as may be chargeable.
The Canadian Firearms Program, being an arm of the RCMP, is neither civilly nor criminally responsible for anything mentioned in this letter or elsewhere.
