hey guys i was just wondering what the opinions are on pulling the bullets from the cheep surplus steel cased 7.62x39 ammunition and pressing in some soft points, .311 or .312cal.

wanted to know if anyone has done it? and what the consequences are for doing this with the steel cases. as i herd to to reload them, but since it hasn't been fired yet??

also what tools would be needed to preform this task.
 
You would need a full reloading setup. Press, dies, scale, bullet puller and a 30 Cal Crimper.

Yes it has been done. Folks do it so they can have soft points for hunting. If you were set up for loading then it is no biggie. If you are not you would be better off just buying softpoints at 18 bucks a box.
 
not to worried about the corrosiveness, and on Vancouver island i have not been able to find soft points for this for under 27$ a box, which is unfortunate but whatever.. i found all the equipment stated above including 100 bullets for 120 dollars however i didn't factor in the scale as i didn't see the use for it.. again just concerned about the steel casings is their a problem with this?

No problem with steel casings at all - all you have to do is move the original bullet DOWN slightly (with your seating die) first then pull it out with puller.
Take 123 SP Hornady and seat it... crimp slightly if that's for semi-auto.

While you at it making let's say 20 rounds AND have scales, check the weight of powder for each donor round and mix it all, weigh the average for your new rounds. It helps. :)

Is there any need to run an expander through the neck first or can you you just seat the bullet? Is there not still a factory crimp there?

I didn't run the expander through it when I did it. The bullets seemed to seat pretty good the way the neck was.
