basically its for when yo want to own a handgun for collecting instead of target shooting. opens you up to inspections and you will likely have to do a small interview over the phone with the CFO. doesnt let you have anything the rest of us cant. its much easier to say 'target shooter'.
you cant get prohibited pistols. your 12.6 or your not.
you can receive pre-45 ones from relatives and get 12.7 endorsement on your PAL, and if thats your case, just join a range and forgo all the hassles of being a 'collector'.
i have been registered to range for 2 years and it seems that in the stupid/meaningless province of Quebec that you need a Collector license or own a prohibited gun before the new law applied or sth

it sounds retarded, but thats how it works. if there was a way around it, the 60,000 members here would have figured something out by now.
when the 12.6 guns were prohibited back in 1998, everyone who had one or more got to keep them and continue to own them. If you wernt an owner then, and are not eligible for 12.7, then your only chance is to build a flux capacitor and find a strech of road where you can hit 88 miles and hour. make sure to pick me up on your way.

A collector's license isn't going to magically let you acquire a prohib. Either you inherit one from a deceased relative, you get one illegally, or you change the laws on the books. Those are the only ways you're gonna get one if you don't already have one.
