I don't think there is any single action revolvers with a swing out cylinder.
how about a ruger single six? there might still be one or two on the EE

While they are only 6 and not 10 shot cylinders, the best combination of quality, collectability and price are the SW model 17's. Accurate, great triggers, K frame will last forever, they are appreciating in value and generally cost less than $400 in VG condition.

No swing out cylinder on a single six.
