Im new to black rifles, and while fondling my new Norc CQ I noticed that when you pull the bolt back to locked open position, the black thingy that you pull on is pretty loose when the bolt locks. Is that normal?

yes it is normal. just push t all the way back and use the bolt catch to charge the gun.
