Why does my LEE turret press NOT have a circular black primer holder devices?

I assume you are talking about the safety prime attachment.

Look at the press picture on page 2, the piece is the LPS Primer Arm, in the ram. This is what I thought you meant when you said the primer holders were missing.

Your saying its possible to seat the primers with just the dies and the turret?

You could individually feed primers into the primer arm and seat them with the press, yes. I think it would be very fiddly and a PITA, but it can be done. If you are going to use the press as a semi-progressive, then you will defintely want the feeder, it is integral to the overall operation in this mode. If you are only loading rifle cartridges, buy an Auto-Prime hand primer and use it instead.

I started to handfeed primers from a tray into the arm and it is less fuss 'n fiddle.

Less fuss than the safety primer feeder? Mine works fine, there is no way I could hand feed the primer arm with less effort than the feeder.

That is the included primer arm part. You put the primer into the cup (anvil side up) and on the downstroke of the ram, the primer arm levers automatically into the slot built into the ram and press the primer smoothly into the pocket.

At approximately 15 seconds, you see the primer arm automatically lever in. Now the safety prime attachment in the video loads the primer arm in a simple method, otherwise you need to load it by hand.
