Are shoot throughs legal in IPSC?

Shots that have passed through soft cover and strike a scoring target will score.

Target sticks are neither Hard or Soft cover.....the hits stand and are scored!
If the No-Shoot were attached to a wall, walls are hard cover, the hole without the grease ring on the target would be dropped from the target, and be counted as a Mike, unless of course the wall is specifically stated as being soft cover......which would be highly irregular!
9.1.7 Target sticks
Target sticks are neither Hard Cover nor Soft Cover. Shots which have
passed wholly or partially through target sticks and which hit a paper or
metal target will count for score or penalty, as the case may be.

OK let me rephrase my question. you have two no shots one meter apart set at 5 feet to the top of the target. behind them you have a swinger activated by a popper. the shooter activates the swinger and fires two rounds at the swinger. there are two hits on the swinger A/D however there is a hole through the lathe of on of the no shots that appears to line up with the D hit. What is your call?
