Anything not mentioned in the prohibited list is obviously non-prohibited.

The barrel length is 25.1" so it meets the requirement for non-restricted.

Nothing surprising at all.

If it is 5.56 x 45 then it is a KBU-97A export version. I would wonder what the status of these are now?

AFAIK the type 97 is based on the type 88.

Read the EE post, it's in .223. And also takes STANAG magazines too.
