I'll start off by saying that I am sorry if this is already answered somewhere on here but I did search and it gave no results. Plus im a huge newbie (dont even have a PAL yet)

I just wondering If adding a butler creek folding stock to a 10/22 would change the legal status of the firearm?

The standard 18.5" barrels and you're good to go.
The 16" barrel I had was too short, and dropped it below 26" when folded(which would change the classification)
Picked up a 18.5" barrel off the EE for 30ish bucks.

That's good to know, I had heard that adding a high cap mag with the folding stock/pistol grip would change the classification (source: http://www.guncontrol.ca/English/Home/Law/maw.pdf ) but I had the suspition that this was for centerfires only.
Footnotes for rimfire long guns:
-Magazine capacity is not regulated. You can have a 5rd magazine or a 500rd magazine. And anything between, above or below.
-Overall length is important. If the rifle's overall length falls below 26" then it becomes restricted or prohib, depending on who you ask. For certain the classification will change. This could be with a normal fixed stock, or a folded stock.
-The only stocks that are regulated are Bulpup stocks. They are prohibited.
-Barrel length can be any length(or maybe minimum of 105mm) if it's newly manufactured. Barrels can be cut down(by you or a gunsmith) to 18" as long as you follow the OAL rules. Below 18" and it's classification will change to prohib.

I think that's pretty good for footnotes.

Regulating stock features(pistol grip, folding, ect.) is more of an American thing.

with the factory 18 ish inch barrel, the butler creek folding stock brings it to a shade over legal.

This is mine.

btw, I love it.. It's a ton of fun and I'll always have a 10/22 from now on.

In all honesty I'm thinking about ditching the folder(or starting a new project) because I hardly ever use the folding feature. A fixed stock, with a shorter heavier barrel would be more handy.

An axiom collapsing stock and a 12 inch dlask barrel is approximately 26.5 inches long on my compact 10/22 clone.
