Welding to the cover will be very loose and not to mention very hard to install. I found the best mount to the rear was making a saddle piece that straddled the dust cover and was held in place through the dust cover pin holes with a cross bolt. Gives you 3 points of contact on the mount. Very stable.
the 2nd and most obvious concern is that your rail is aluminum and the top cover steel. If you manage to weld them together, ditch the scope mount.. you have greater things ahead of you.
