What's the process to get approved to sell reloads?

I'm curious what it takes to be able to sell reloads.

I dont think you can. You would have to be a manufacturer to adorn all the governing bodies.

PART IV: MANUFACTURE OF EXPLOSIVES
35. Any person may, in respect of safety cartridges, load at a place other than a licensed factory if
(a) the loaded safety cartridges are not for sale or for any commercial, industrial or business use;

and

Reloading Certificate
This certificate is for the establishment of procedures used in the custom loading or reloading of ammunition for sale to the public at a place other than a licensed factory.
The fee is $75.

From NRCAN. How one gets a "reloading certificate" I don't know.

I read that on the NRCan website and I think I found a form to fill out but there is a bunch of stuff about structures and locations. Sounds expensives.
