At least an injection molded stock anyways. Apparantly there are still traces of the release agent on the surface and alcohol won't remove it. Use vineger and wipe the stock down. It will remove the agent and help with a better base. I just read that and I figure it's a cheap way to insure you get a good bond. :)
 
Vinegar works well for RTV silicone, since some (old style) uses acetic acid curing.

There are pre-wipe to remove silicon, but dish soap works very well, and is used often for prepaint.
