Magpul stock for Norc AR15/M4

I just bought a Norc M4 and wanted to upgrade the stock to a Magpul one. Can someone please explain the difference between the CTR and MOE stock? I just don't understand the price difference between the two.
 
The CTR models have a lock that tightens down on the buffer tube making it rock solid, the MOE does not.....it's still a good stock though.

You can order them direct from Brownells as they fall under the $100 U.S. exemption. However, there is a CGN member here called Blaxsun, who sells Magpul parts as well.

I want to get some magpul parts here in Vic, do you have an opinion for the best place to one-stop shop for the magpul gear at good prices? Their corporate website lists their products, and there aren't too many. Given the popularity of them, I would expect there to be multiple stores in Canada that stock everything they make, but I haven't see that.

Alos I was going to buy some .223 Winchester white box at Pullen's, because Island Outfitters is charging too much for theirs. Know any place that does better than 12-13 bucks a box?

Heh, BONUS question out to anyone who knows. This Norc M4 is a copy of the Colt.... does that mean it has MIL-SPEC measurements, or "commercial" measurements? For an example, see here:
