5946 from prohib to restricted

A friend of mine has a 5946 and let his licence lapse, he has lost his prohib status and would like to convert his smith to restricted.
Where in Canada could he buy a restricted length barrel from? ans what other steps are needed to do this conversion? I would imagine you would need to find a verifier in my area (vancouver) but should the headspace be checked as well?

Could be as simple as moving and not notifying the CFC OR as HAS happened, the Govt. screwed up and didn't send the renewal notice and application, but they ALWAYS seem to be able to send the HA HA, you are SCREWED letter. Doesn't matter it was them created the problem. Watch the expiry dates on FL's like a cat watches a mousehole.
