I received your PM and I will "try" and answer your question.
First, you are trying to doing something that I have never done before, that is to say you want to make .280 Remington cases from a "shorter" overall 30-06 cases. Not only is the overall length shorter on the 30-06 but the shoulder of the 30-06 case is shorter or behind the .280 by over .050. (excess head space)
NOTE: A new cartridge case at the shoulder is normally .002 shorter than minimum head space to ensure chambering. If you "completely full length resize your 30-06 cases to .280 Remington the shoulder of these cases will be over .050 shorter or over .050 from touching the shoulder of the chamber. This also means there is a possibility of misfires due to the distance to the rear of the case and light hits on the primer.
You might be able to just partially full length resize the 30-06 case which will create a "false" shoulder on the neck of the case which will hold the case against the bolt face. This method will create a false shoulder diameter of 0.024 larger than a normal .280 Remington case neck.
If that fails you will need to expand the the 30-06 neck up to 8mm (.321) and then partially full length resize the neck using the larger false shoulder to eliminate excess head space and possible thinning and stretching in the base web area of the case when fired.
Below, exaggerated false shoulder on 30-06 case, the case then "head spaces" on the false shoulder creating a crush fit that holds the cartridge against the bolt face.
