The below thread sort of got hijacked by this topic, so I thought I'd start a new one where this can be discussed, as this is an important topic, IMO.

This policy was put in force to ensure that effective immediately (actual date of November 1st, 2010) all Leupold products being offered for sale in Canada are of a legally imported/exported nature. This is to protect the end user and also the dealer from illegal copies and optics which have not followed the proper import/export procedures. Note: This does not include optics purchased before Nov 1st, 2010.
If you or any individual purchase a USED Optic from outside of Canada you MUST according to US State Department and Canadian Import Law(s) apply for Export Approval documentation through the US Commerce/State Department. Once this is approved this documentation must accompany the Optic when Crossing the Border (whether by mail or vehicle).
Our company in conjunction with Leupold USA is governed by US and Canadian Law and are responsible for obtaining permits from the US Commerce/State Department on ALL OPTICS imported into Canada. If an individual has not submitted an application and been approved then the imported Optic would be deemed illegal.
All Leupold products have Serial numbers and can be traced by both date of manufacture and origin. Therefore this statement is effective November 1st /2010 and only for Leupold optics whose serial number when tracked proves to be from a source other than from Leupold US to Korth Group Ltd. in Canada and will have its warranty voided.
All authorized dealers located on our website at www.korthgroup.com under the Dealer Locator can be used to determine if you are purchasing from an authorized Leupold Dealer in Canada and thus allowing peace of mind that all optics will be covered in Canada for warranty service.
Hopefully this will allow you a better understanding of the new policy and put you at ease regarding the product(s) you own.

Just to re-affirm this only pertains to scopes manufactured from Nov 1st 2010 – so anything pre-this date is not an issue. The only option at this moment to check Serial #’s on Optics you wish to purchase is to call Leupold USA and they can advise you quite efficiently the details associated to the scope. With regards to purchasing new vs used the only thing is to buy from a reputable person/dealer and similar to purchasing a vehicle if you do the homework first by confirming the Serial # and then the Import/Export if its in question.
Hope this answers all of your questions, feel free to contact us for more information.
