The magazine must be pinned prior to import. IF you pin the magazine to th proper capacity BEFORE it crosses the boarder you are fine. Youcan not import a high capacity magazine as a whole or in parts if it is not pinned.
This is what the "import specialist" said at the Pacific Arch crossing. I figured I would ask since I'm sitting here rite now
Your better off purchasing them already pinned in Canada. The savings are not worth it once you factor in what you need to do to follow the letter of the law.

You cannot legally possess, or export them from the US without jumping through a bunch of hoops!!!!!!!! They can only be exported by a licensed exporter!!!!!!!!!!!!!!!
Unless you are a dealer and importing a few hundred or thousand it is not worth all the BS!

You're better off purchasing here in Canada, unless you are prepared to do the drilling and pinning down south and jump through the proper bureaucratic hoops to legally import them.
BTW: No offence, but they aren't "hi-cap" magazines. They are 'full' or 'standard' capacity magazines. We all need to weed that sort of terminology out our our speech; same for 'weapon' or 'assault rifle' when referencing modern sporting firearms. Those are the negative/loaded terms used by the left-wing media to demonize us.

Ya feel free to argue your point with the "import specialist" at the Peace Arch/Pacific boarder crossing. This is what she said.

And that has nothing to do with EXPORTING them from the United States.
In factory configuration, disassembled, blocked to 5 rounds, whatever, these can only be exported by a licenced US exporter, and then only if the manufacturer is registered with the US Department of State to have their products exported. If the value of the shipment is under US$100 at wholesale, the licenced exporter must still file a SED for the shipment.
You buy them in the US, drill and rivet them, and head for the border, you are violating US law.
As far as importing magazines as parts goes....
There was a time when if disassembled magazines arrived at the border CBSA would just seize them.
More recently, CBSA allowed the package to proceed, and the importer was arrested when he took possession.
Regardless this is what they have said.

I still would never export a magazine regardless of what they have said but this is what I was told today at the boarder crossing I'm at.

As long as the mags are in the gun and you wave it around, they shouldn't give you any trouble at the border.
