Best choke for a tactical gun?

I think they had it right back in the day.

Depends what you're shooting for shot size, generally the larger the shot the looser the choke since tighter chokes tend to deform larger pellets more thereby causing patterns to open up.

My 21" Rem-Choke 870 shoots Federal #4 buck into about 8" @ 25m with a Mod choke but if I use the Full choke I can't keep it inside 15". Going to Winchester Ranger 00Buck I get 8-10" with Cylinder choke and just a hair better with Skeet but it opens up to over 12" just by going to the Mod choke again.

Shotguns are really individualistic and while we can make some generalizations and predictions, they may either surprise or disappoing you depending on ammo and individual barrel differences. One thing that I have found with most SGNs though is that they all seem to shoot better with a dirty bore - no idea why but since I'm a shoot a lot, not a clean a lot kind of guy, it definitely works for me...

I usually have the modified in my HP9 as that patterns my #4 buck loads the best but I had it done for screw-ins so I can change it to whatever I need.
