Is there a universal 30 cal rifle die set

Except that 303 British is not the same calibre. .311 vs. .308 (.308 Win, .30-30, .300 WM/Sav, etc...)

And in general. No.
Universal Decapper, Sure.
Bullet Seater? Sure.
Sizer? Nope. Too much variance in necks to do just a neck sizer IMHO.
 
No you will need to buy a die set for each caliber that you are going to reload for as each cartridge is different in size and shape.
Lee dies are fairly good and will be the cheapest to buy and they also include a shell holder, I have a few sets of Lee dies myself and they work well.
Oh Lee does sell some dies without shell holders and I think they are called RGB dies sets.

IMHO = In my humble opinion.

As for the tumbling with or without primers, that is a personal choice. For those who are casual shooters, cleaning a primer pocket is not a high priority. Those looking for accuracy and complete repeatability will have primers removed before case cleaning (trusting the tumbler to clean them), or will manually clean them after primer removal.

Some people just like a case to be 100% shiney and clean before reloading.

I know nada about .45-70 Sorry.
