The bolt buffer simply replaces the largest pin immediately behind the bolt. It serves to quiet down the noise from the bolt slamming back into the pin. The result is more of a thud than a snap once installed.
Before changing out more parts, clean the gun and try a variety of cartridges. Some work well, others not. If you dont find a sweetheart cartridge then move on to parts. Stovepipe jams can be related to the extractor not functioning properly, the bolt buffer likely won't help. Try a Kidd or Volquartsen extractor.
