Yes - DLAirgun probably has best prices on Leapers, can also look at Frontier (sponsor).
No - require export permit under ITAR

Had two of them, worked well enough (repeatable adjustments), think them a little underrated but do not expect a $100 scope to be the same as a $500 scope.

With cheap scopes you might also consider a fixed focus rather than variable. The optics are typically much better and are often more reliable.

Also consider a better, used scope for the same $$$

If you only have $100, I'd be tempted to hold off on scoping your Mini until you can afford something better.

Cheap scopes give you only headaches. Save up for a bit and get a used Elite 3200 from the EE.
