If it is a stock on e-bay, it is most likely from a seller in the U.S. Make sure to ask if they have international shipping to Canada, most do but I have run into some that don't.
I recently acquired a very nice Gewehr 98 complete stock set off E-bay from the U.S. and it worked out quite nicely.
Before you run off to E-bay, give the Equipment exchange on CGN a try as Kar98k stock sets are reasonably common in Canada.

He can't ship stocks to Canada anymore due to a Dutch Postal Regulation
and being refused by Customs in the UK.
But he can ship to the USA if you have a Mail Box or Friend/Relative who can forward them on.
Takes about 3-4 weeks now as they go by ship now instead of airmail.
Those are some nice stock sets he has on his site, it would certainly be worth the wait to me.
