do I need a PAL to buy black powder /ammunition?

I searched the forums for this answer and It seems that they just drifted back and forth on the legal aspect of using a a PAL to buy reloading components. what I would like to know is do you need to have a PAL to (1) buy regular black powder(not substitutes)and (2) buy ammunition(round balls/sabots/ conical bullets). thanks for all and any help...
 
whoever i've dealt with, it's powder, so yes, at least at the old russel's- but it's a nr requirement, not a c-68 one- there seems to be no difference between black and smokeless as far as gov't is concerned-as for "fixed " ammo, you should know that one-loose powder varies from province to province and store to store- your bullets/slugs/ sabots/whatever DO NOT REQUIRE a pal/rpal as neither do your cases, primers. caps, whatever- it's strictly the powder
 
I bought a tub of 177 BBs last week at Cambodian Tire, where they took the BBs and put them in a zippered bag, zap strapped the bag closed and handed it to me. Took my PAL details and wrote it in a log book. The girl at the checkout cut the zap strap off and gave me a look like I was going out to kill puppies and kittens. It amused me.

cambodian Tire thats a hoot !!! had a local Indian girl at her Dads Variety store tell me it was Terrorist (tourist) season again LMAO.
 
If you don't need a PAL for a flinter how would you use it without the necessities?

make your own- charcoal from the barbeque, sulphur from the local rail yard or tracks( it regularly falls off) and salt peter from the neighbourhood cats; if you want to step it up a notch, you can get saltpeter from the pharmacy; lead from the scrap yard, and a good hot fire

No pharmacies sell saltpeter around here, and where did you ever find sulphur at a rail yards? I'd sure like to know

And in discussions with a Gov't bureaucrat, ongoing, it appears it is a criminal act to make your own BP without multiple hoop jumps, and fees/licenses... I'm still researching this.
 
well, glad the major answer is no ,no need for a PAL. will call around and see.does anyone know if the stittsville range still sells BP and does one need a pal for purchase? thanks might be awhile till I ring them up

should come out to the gas plants out here( ab) - they've got literally mountains of the stuff- it's not pharmacutical grade, but it regularly either falls from the bucket of the loader,or off the trains- it's loaded like coal- open topped GONDOLAS - you won't see any if they're using tank cars as that's liquid- nasty stuff- and as for salt petre, try asking for potassium nitrate- it's just not otc anymore- you can also render it down from some concentrations of FERTILIZER; salt petre has a multitude of uses

Any time I've bought it, it was a store policy requirement. "Just covering our a$$" legal requirement or not. And this is from a non box store. Kinda like showing your drivers license to buy a pocket knife. Legally required? Don't think so. Do the stores often ask? Yup.
And how o you get salt peter(Potassium nitrate) from a cat? I thought it was mined.
Apparently Wikipedia knows all. Before mining became the dominant source. Salt petre (stone salt) came from manure,urine and wood ashes.

so called stittsville gun range and yes they have goex 3f black powder for $25 a pound. yes will sell it to me without a Pal. and they are open weekends 9am-5pm for non -members. so, seemed to have found a answer to my question and a safe place to shoot. may have a good look around and see what the place is like. cat urine huh ?...does seem a bit messy ...

Saltpeter/potassium nitrate falls under the Restricted Chemicals and is no longer available as fertilizer.

most stores have pulled all products that contain it.

there are numerous chemicals that are now restricted and you have to fill out gov't forms to buy. I'm talking basic AgriFertilizers
