Supposing someone needed to block an SKS to five, what would be the best/easiest DIY method for this job. Supposed rifle is a Tula.

It simply needs to be "permanent or not easily removed" so welding, riveting, even JB weld will work. You could rivet a block to the bottom, weld something in there, whatever works so long as its not easy to remove like a bolt
 
This may be a little unconventional, but I filed the hole left by the broken frankinpin square, then put in an apropriate length 5/16 carrage bolt and tightened the nut on the inside of the magazine box. If nessesary, I can weld the nut to the bolt to make it permenent. Then I blued the outside and the result is, you barely notice it.

It's a different approach, but it's simple, and it works.
 
The single neatest method I have seen is as follows:
At the front of the box, just behind the hinge, is a stud rivetted to the box, which guides the coil spring which drives the follower. It is rivetted in place. Drill out the rivetted end, and install a new longer spring guide stud, rivet it back in place, just as the original was done. Because it is longer, it will limit movement of the follower.
Carefully done, the modification is almost impossible to detect - except that the magazine will not accept more than the legal limit.

^That is more or less what I did. When the frankenpin breaks off, the hole is very close to 5/16".
