Lee sells a "Breech Lock Hand Press Kit" which seems like it might be useful for reloading at the range, or for decapping fired blackpowder cartridges before they go into the soapy water.
Does any one have experience with this tool?

I have one and I like it fine.
The new "Breech Lock" unit, should be even better.:)

I use mine in the field, and also to process cases while watching the tube sometimes.:yingyang:

IMHO, the handles could use some sort of soft rubber coating.
 
I have one of the older ones. I use it mainly for extra steps when my main press is setup for other things. Used it a fair bit this past winter as I moved and don't have my reloading bench set up yet. Once you get on to it, it works well.
 
I have the pre Breech lock model. I like it, but think I'd rather have a regular Lee Challenger clamped to the bench in the field for the reason that you can take you hands off the press while leaving a cartridge in it without spilling powder/primer etc. That said it does make a good portable press.
