Och, John... w've all been asking that for over 20 years. No plausible answer so far.
I reckon I could wreak as much chaos with my Ruger SR9 with the "gnat's eyebrow over legal length" barrel as with a (longer OAL) Luger. Probably better that we not mention this dangerous oversight to the Powers That Be, however.
The people who wrote our revised firearms laws were golfers, not gunners.

I got a repro holster and two new Mec-Gar magazines ($34.99 each) from Numrich. I was only able to load 4 rounds reliably with the old "rxo" mag, but the new production ones are fine. Some pics and video:

It is a little tight in the holster given that it has slightly longer barrel than the original, but it does fit and probably will get a little better over time. All the pics of the holster... the gun is inside there, so it will close up properly.
The Luger does not seem to be the softest shooting 9mm pistol of all time, but my one handed technique is probably not the best either. The videos look better with one hand as you can see more of the gun. A lot of two handed videos just look like hands and a barrel sticking out.

If you oil the leather you can stretch it out a bit to help with the longer barrel and condition the leather. I use a hot air gun and "sno-seal" on most of my holsters.

This is not entirely true. There are quite a few other original Lugers that are restricted. The original 1906 models are usually found with 112mm barrels as are the Swiss ones. Of course not everyone wants one in 7.65mm Para either.
We have almost a dozen restricted but original Lugers here at CSC.

Swiss Lugers are $2000 + tho!!!
Get your restricted license, find a decent Luger P08, a newly made replacement barrel, a competent gun smith who can perform the swap and viola, you have yourself a restricted class luger that you have saved from future destruction.

Sure, in excellent condition. They are after all about 100 years old. However you can get them in more used condition for less.
