It's quit common to see carry handles tied to the side of non-railed fore ends with paracord. Keeps the back-up iron sight on the rifle.
 
Consider this. If you were in a firefight and ended up in the prone position behind a low wall, what if you had to shoot over that wall without exposing yourself too much? This setup allows you to just raise the barrel above the wall and you can aim using the BUUIS(backup under iron sight). Now who feels stupid?
 
May confuse the enemy as to your orientation to him. He may think you are upside down when actually you are right side up or he's upside down......or whatever.....may just give you time to get in the first shot.

Or maybe they have to keep it handy to be "effective in combat".
Not everyone has the luxury of having the latest and greatest gear - especially young soldiers who even if they could purchase and use their own gear, pull in pathetic wages and likely can't afford extra snivel kit in the first place...
If it works for them,who gives a sh!t what it looks like?
 
The original AFG? Or the ultra secret AFG3 anyone?

I agree it's probably so they don't lose it or put it on if required for inspection or backup.
