No, the primer needs to be more than "not protruding from the base of the case", hence feeling with one's finger or using a tool to confirm. It needs to be recessed.

Wow, talk about being defeated easily. You never hear of a Primer Pocket Uniformer?

Get one and run it into the primer pocket till it stops cutting. You now have a pocket of the correct depth and can keep all that brass because there is nothing wrong with it that can't be corrected with 20 minutes work.

MasterDuckguy - you may need to uniform the pockets as mentioned above. It's hard to tell from the fuzzy picture what the head stamp on your brass says (i.e. manufacturer). I had a whole bunch of Lakecity once fired brass, of which 95% of it had shallow pockets that needed to be uniformed.

I don't know about your press, but with mine I can feel a very light "clunk" when the primer is seats properly, just below flush.

Same with my press. There is normal seating resistance to a certain point, then a subtle, but noticable, "bump" that is usually felt on the handle of the press as the primer fully seats.

You may have military brass and that means your primer pockets are crimped. You'll likely need to swage your brass for your primer seating to go smoothly. If your brass has a head stamp with a circle and a cross inside it then it's military brass.

I am working with the OP on this. These ones were with Remington brass, non crimped. Comparing it to some American Eagle factory loads, the AE primers are certainly seated deeper, below the case rim. The reloads however sit on the counter just fine without wobbling. When seating the primers we are certainly pushing the handle all the way and you can feel the resistance of the primer being pushed in.

Would there be any variation from the various manufacturers in the size and shape or primers? I believe we are using CCI primers.

Good news !! Solved the seating issue!! Turns out I simply diet screw down the plate enough. However I now got a new question

Of all the improper primed brass, can I run them through the primer seater and reseat them? Or is that a bad idea?

That will work fine. Wear safety glasses just like you did when seating them the first time.
